Windows 10, always getting error 789 followed by error 791 when trying to open L2TP VPN connections

I tried to connect to different VPN servers now to which I can connect without problems from other devices. I'm using the Windows 10 built-in VPN client and I'm sure the options I've set are correct.

The first time I try to connect however I always get an Error 789:

The L2TP connection attempt failed because the security layer encountered a processing error during initial negotiations with the remote computer

it takes about a second or two before this error appears.

On every subsequent connection attempt, I always get immediately an Error 791:

The L2TP connection attempt failed error because security policy for the connection was not found

The only solutions to this problem I found online is to set a registry key:

For Windows Vista, 7, 8, 10, and 2008 Server:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\PolicyAgent
RegValue: AssumeUDPEncapsulationContextOnSendRule
Type: DWORD
Data Value: 2
Note that after creating this key you will need to reboot the machine. For more information, reference the Microsoft Support Knowledge Base.

I did this, however the error persists.

I also confirmed that both, my "IKE and AuthIP IPsec Keying Modules" and my "IPsec Policy Agent" are running and startup type for both is Automatic (Trigger Type).

What else could be the problem and how could I resolve it?
